In order to ensure the sustainability of the quality of higher education, the Ministry of Higher Education (KPT) will implement a moratorium on invitations to higher education institutions (HEI) with self-accreditation status within a period of three to five years. Director General of Higher Education, Prof. Dr. Azlinda Azman said that the matter should be done so that the Malaysian Qualifications Agency (MQA) can review the evaluation criteria as a self-accredited HEI. However, she said, the moratorium only involved new applications and not those being processed by MQA. "In addition, auditing and more structured continuous improvement to all existing self-accredited HEIs will also be held. "This implementation should be carried out taking into account the assessment factors that have been presented and our need to preserve the status of prestigious HEIs in this country," she said when speaking at the MQA Management Engagement Session with Self-Accredited HEIs, at Multimedia University (MMU), here, today. Also present, the Chief Executive Officer of MQA; Prof. Datuk Dr. Mohammad Shatar Sabran; President/ Chief Executive Officer of MMU, Prof. Datuk Dr. Mazliham Mohd. Su'ud; MQA's Senior Director of Policy Development and Expertise performs the duties of Deputy Chief Executive Officer (Quality Assurance), Mohamad Dzafir Mustafa and Senior Director (Accreditation), Mohd Khairul Nizam Ibrahim and representatives of 19 self-accredited HEIs. Prof. Dr. Azlinda said, she also suggested each self-accredited HEI to strengthen their quality assurance center with skilled staff equipped with training recognized by MQA. She said, for example, participation in the 'Certified Quality Assurance Officer' (CQA) programme should be the main criteria for staff placed in the university's quality assurance center. "The CQA programme organised by MQA will recognise officers and academics as internal quality assurance assessors in universities directly making them a mirror of MQA for self-accredited HEIs," he said. Meanwhile, Mohammad Shatar said, every IPT in Malaysia with self-accreditation status is a prestigious university. He said, the 'prestigious' status needs to be evaluated and interpreted as a university that is a reference, guide and benchmark for universities, university colleges, colleges and other HEPs in the country. "This reputation is significant to be maintained and preserved by all self-accredited HEIs," he said.
